Not obligated
Chief James W. Tuffey said Wednesday that his department is not obligated to report all civilian complaints against police officers to a Citizens' Police Review Board, but several city lawmakers have said that was not the intention of the law they created.
Why bother?
The woman, Lisa Shutter, contacted police in December after she said two officers subjected her to a vaginal search on a public street. The officers also searched her car, purse and went through her cellphone contacts list -- including placing a call with her phone -- without her consent or any probable cause, she said.
Nothing to see here. Your former bosses' kid migth be a sick criminal. You won't show any favoritism.
One of the officers at the scene, Matthew Fargione, is the son of a former Albany police narcotics lieutenant, Thomas Fargione, who is a longtime friend of Chief James W. Tuffey. Fargione headed the drug unit for years when Tuffey was a narcotics detective in the 1980s and early 1990s, and the two men also worked together for the State Emergency Management Office.

Tuffey said friendships do not influence his decision-making in instances where an officer may face discipline.
Face discipline? Has something changed in Albany?

As people continue to try to smear this woman, who has done nothing wrong, let us keep in mind what we are talking about. And as people try to say that she is guilty or has no rights because of who she hangs out with let us keep in mind what that means.

In other news a local man is being sued for being part of a gang who kicked in another kid's face. Fucked him up good. The kid's father, who is on record beating his wife while drunk, being drunk and almost crashing into a police cruiser before being arrested for DWI, AND trying to stiff a cab driver who took him home from a strip club, says his son is being unfairly targeted. Imagine that. Some lunatic criminal saying his violent felon son has rights? I'm sure the community is outraged.

Of course that is the story of Congressman John Sweeney and his violent felon of a son. They currently get to have stories in the paper saying they were unfairly targeted. Membership has its priviledges.

I don't think that anyone has tried to "smear" this woman.  What people have done is ask questions.  You have no problems asking questions about the police conduct, but apparently you think that no one should ask questions about Shutter's conduct.

That is the definition of bias.

"Face discipline? Has something changed in Albany"?

Since you think you know so much about police discipline or the lack of it in Albany.

Answer this one question.

In the last 3 months, how many Albany Police officers have been suspended or had charges filed against them for discipline reasons?

I have no problem with people asking questions.

when people say she was "ferrying a parolee to buy drugs" is that a question or a smear?

As our local law enforcement expert, care to tell me how someone could state that as fact?

dude, calm down.

Do you realize that disciplinary measures are protected by the union contract?  (Pssst...we aren't allowed to talk about that.)   If I posted the actual disciplinary measures on the blog, that would be breaking the contract.

Feel free to detail for us the unpaid suspensions in the last 3 months if you want.  I'll wait here.  How about the guy who pointed a gun at the woman in the office?  Is he getting paid?  The guy who showed up to work high?  Him?   Do tell.

"According to the Times Union this woman was ferrying a parolee to buy drugs".

If this is what you're referring to, it looks like it was an account that came from the Times Union.  So are you stating that the Times Union gets their facts wrong?

you have very little credibility.  Quoting Alfred Newman doesn't do much to change that.

I'll address the last part of your post, first.  Both of those officers who were suspended didn't receive pay for the first 30 days and after that time period, they were placed back on the payroll.  But that fact has little to do with the union contract, it has more to do with the New York State Civil Service Law.  So if you have a complaint, you should go talk to all your liberal politician friends who passed that legislation.  You know, the ones that make 60k for 60 days of work.

And I do know one thing, after your sorry attempt at humor.  You have no idea what the answer is.  And unlike you, I went and found out.  According to my sources, there have been several officers disciplined over the last several month, one even being suspended.  And none of these officers were the high profile cases that you're talking about.

You are the perfect example of what they say about someone who has a little knowledge of a subject............. they're dangerous.

I quoted the Times Union.  The felon in question was later arrested for robbing a gas station three weeks before she played taxi service and a week after.

If the TIMES UNION is correct then it should be pointed out that this woman was an assessory to at least two crimes by knowingly transporting a parolee to engage in illegal conduct.

Is this a smear? If the Times Union is correct then no. Again, if the Times Union is correct in why she was there and the purpose of her passenger then this woman is part of the problem and should be condemed as such.

the illegal conduct was purchasing drugs, not transporting him to rob the gas stations.  Although it would be of interest to see how he got from his house in the sticks to Colonie to rob gas stations if he has to hitch a ride to come up here to buy drugs.
