This story may violate DIA's theory of how the TU's Bolton hates Soares. The article is a pretty positive piece on one of the DA's programs.

Then, training on their rights and responsibilities, like creating leases that reflect community standards, helps get the right tenants in there, she said.
Of course, Bolton mentions the prosecutor's name, Blain-Lewis, eight times and Bolton mentions Soares' name only twice. So maybe DIA's theory is not so crazy.
