This pretty much sums up what you need to know about Mayor Jennings and how he chooses his staff.
Byng was arraigned Tuesday and sent to Albany County jail without bail. According to state prison records, he was paroled in July on another felony charge.

Despite his record, Byng was given a job by Mayor Jerry Jennings. That eventually led to his position as public works department supervisor.

Ex-offenders (none / 0) (#1)
by TerryONeillEsq on Wed Jan 31, 2007 at 05:21:21 AM EST
Ex-offenders, especially those with a history of drug and alcohol abuse, do, indeed violate parole and re-offend at an appalling rate.  Unfortunately for many reentering inmates, transition support, housing, job preparation and addiction treatment are not available as readily as should be.  It is also very difficult for many to find a decent job.  Perhaps Mr. Byng was not a good risk, but Mayor Jennings is to be commended for giving him a second chance.  It was Byng's to blow.

everyone deserves a second chance.   However, there are plenty of people in Albany who don't get a first chance because they don't have the right political connections.

Everyone deserves a first chance.

with you completely, Terry.  I'm glad he's been given chances.  The man obviously is tormented by drugs, to be robbing a bank, and robbing a bank in a city where he is known.  And I like that our mayor gave him a chance.  I wish more people did that,  taking the risk, because some people do make good use of their second chances.

Kateb, Turley was on a paranoid rant to discover who everyone's friends were.  He must have had nightmares thinking about conspiracies.

Am told that he was running around checking computers, reading e-mails and monitoring phone calls. Talk about being paranoid.  He conspired with the union president to knock out anyone who he suspected might replace him.  He directed the union to obtain the identities of e-mail subscribers from internet companies.  They found a retired priest from the Carolinas.  The priest got mad and Turley then lied to the press and got caught.  I wonder if the priest sued like the guys in Colonie?

Because you like Turley, I just wanted to point out there was No Warrant.  Internal or not, it was F%$#*@# ILLEGAL.  He's a publicly admitted liar, but he attended the D'Antonnio OGS party that was funded by the illegal scrap mental sales.

Maybe if our drug laws were a little stricter and the punishment a little harsher we wouldn't have so many drug addicts with wrecked lives holding up banks and stealing from their families and murdering people.  How many lives have been ruined and families destroyed because of drugs?  How many babies will suffer irreversible health issues because their mommies were doing crack or other drugs?  How many people have to be murdered by people "under the unfluence?"

We don't need more transitional services, we need less addicts.

Anyone remember if Byng actually got the cash settlement that his lawyer was demanding to get him to quit his job?  Remember, the lawyer said Albany couldn't fire him because he was covered under ADA.

T-U fails to note exactly when Jerry gave him a job. It's less damning if it was early on, when a second chance was still warranted, or after he had really proven himself of be a career criminal.

the head of DGS has admitted his role in a scrap for cash scheme that was ongoing.  He is still getting his fat paycheck.

So, we have a mayor who employs people he knows are criminals.

He also kept a police chief on board after the chief admitted to lying to cover up an illegal investigation.

And let's not forget the firing of the officer who reported the cops were stealing taxpayer money via false overtime.

There is a history of the Mayor employing people who break the law.  There is less of a history of him trying to work to make it easier for people to re-enter society and find jobs.   Much less.

I bet the scrap metal thing is under investigation, and as a taxpayer I like that it seems the City is waiting that out.  (Employee rights.)

I never got the Turley lying thing.  If I remember right, it seems he lied about an internal matter, and it might be wrong but it might not be criminal.  He's out of the job.  I had good experiences with Turley and I'm not going to jump on a bandwagon about that because I don't know.

Fired APD commander has pending litigation, which I hope the City settles soon.  Personally, I'm glad he landed where he did.  He does so much good there.

employee rights (none / 0) (#8)
by DIA on Wed Jan 31, 2007 at 07:20:48 AM EST
yeah, like the rights of the employee who reported the scrap deal and then said he got a phone call from D'Antonio which involved a lot of screaming and threats.

I'm all for employee rights.  All i ask is for once, one time, to have our supposedly honorable mayor come out and say, "We will not accept criminal behavior from any employee of the city of albany".  now i realize he can't say this because he'd probably have to resign as soon as he said it.  But, that is what i would like to see.   Rampant DWIs among the police.  No comment from the mayor.   Reports of corruption at DGS.  No comment from the mayor.   The police chief admitting he lied.  No comment from the mayor.   The person running this city has multiple criminal scandals going on during his watch and he refuses to say a thing.   And yet you want to give him the benefit of the doubt.  As I said earlier this week, this city suffers from people who want to like the mayor because he once helped out their mom while at the same time he is screwing the city over.   You need to earn the benefit of the doubt.  Anyone who thinks the mayor has earned that has not been paying attention.

Turley lied to cover up an illegal investigation.  He admitted he lied.  In the TU. He said something along the lines of , "i lied, it was wrong, and if I'm fired for that, so be it".   The mayor never made a public comment.

Last week we were treated to a story in the metroland where it was reported the mayor instructed the police force to not talk to any elected officials after one member had reported corruption in the police department.  That sounds like an order to cover up corruption to me.   Regardless of where anyone "landed" it is obvious that the mayor is covering up corruption.  Now it would appear that is happening in multiple departments.

A while back there was a report that a city worker was using city equipment and materials to pave his own driveway.   While i'm sure you are confident that it was properly investigated, we never heard another thing about it.  I'm not so confident.

This city and adminstration has a track record of lying to the public and covering up corruption.

Remember what Tuffey said when the mayor crashed his car.   "he's the boss, when he calls you, you go".   The mayor is the boss.  And he is perpetually silent on any issue regarding corruption in his adminstration.   While that may inspire confidence in you...I'm sure you wouldn't say the same thing about the bishop (and i wouldn't blame you as the bishop has a history of covering things up as well).  I don't trust the bishop or the mayor because they have done nothing to deserve that trust.

I dealt with OPS (none / 0) (#9)
by kateb on Wed Jan 31, 2007 at 07:25:55 AM EST

I get it.  What an "investigation" can mean.

(For anyone thinking about going to OPS, try it, and suspend it if they lie.  Then go to the FBI.  FBI doesn't send you to OPS if you already tried it.)

Maybe I got it wrong, but I don't think scrap metal thing is a local Albany-style investigation.  We'll see.

by DIA on Wed Jan 31, 2007 at 08:45:42 AM EST
I know of 3 things we've heard of:

scrap metal - initial reaction by head of DGS was to lie about what was happening and then to threaten employees who reported it.

overtime - initial reaction of mayor was to threaten employees and then fire the one who reported it.

And then there was the "safe full of cash" in jack neilsen's office.  That, like the intial reports on scrap metal, was used for "parties for the employees".  At least that is one of the things we were told.   Never heard anything else about that one either.

I see a pattern here.  and these are only the cases we've heard about.

Wolfgang was doing the auqaduck thing.

In defence of Neilson, I always found him fair and he did care about the safety of the people in my neighborhood.

As a matter of fact, I thought that Public Saftey was easier to deal with and was better managed under him then after he was gone.

Something Stinks (none / 0) (#15)
by A Muse on Wed Jan 31, 2007 at 02:43:37 PM EST
As a former headhunter, I learned that if something stinks check your own feet first.  As taxpayers we need to question the sanity of our Mayor.  I actually wonder if he could get through a mini mental exam.  Mr. Byng has a medical problem and it should be treated as such, however, if you hire him you take tremendous responsibility and Jennings failed.  He was treated as a favored friend.  I would oppose a jail sentence, as it is my dollar paying for his stay.  He can cut my lawn and I will pay him and make sure he has a job, a roof over his head, food to eat, and additional education.

Good for Conners (none / 0) (#16)
by A Muse on Wed Jan 31, 2007 at 03:07:00 PM EST
This past summer, Jennings had an OGS employee riding the Albany City streets with a lawnmower.  According to the State of New York Registry of Motor Vehicles it is illegal.

Photos were sent to the Mayor's office and we were asked to contact the Mayor's office by the Registry.  As far as we know no action was taken.  It was also very dangerous.

Additionally, it was the can of what looked to be beer that fell off the mower that was concerning.  The Property that Jennings had the OGS fellow mowing was for the private benefit of two City residents and apparently friends with the Mayor.  It was also property that the Mayor's Office and Office of the Corporation in writing said could not be maintained.  Residents of Albany can't access the property.  Wasn't the Comptroller just charged for a misuse of public funds?  Yup we have photos and documents.  The Registry apparently swept it under the rug.   It's your tax dollars.

There was action taken. Now when I see the mowers being moved around my neighborhood they are being escorted by a DGS truck.

Thats right.

Instead of having one guy running around on a mower we now have one guy in a mower and two guys in a truck.

There are a couple of points that I have to point out.

1) Welcome to New York State.  Please use your signal lights when turning and we consider it rude turning left from the far right lane.

Registry in what you had in Mass. Department of Motor Vehicles is what we have in NY.

2) The information provided you was inccorect. Mowers are considered "tractors" and do not have to be registered as a motor vehicle. They have to have a triangle displayed on the back of the tractor.

And you dont have to have a drivers license to drive a tractor on the road.

3) Its DGS, not OGS.  DGS is city. OGS is state.
