Tax and spend. It's what Republicans do. And judging by the deficits for the state and the country, they do it really well.
What was surprising, though, was how Gov. Pataki, who is not seeking re-election, went from budget slasher to budget accomplice in the space of several weeks. Originally, he vetoed $2.9 billion of the Legislature's budget, claiming that $1.9 million of the spending was unconstitutional. But in the closing weeks of the session, he agreed to restore most that money.
